Re HK [1967]

HK was immigrant to UK whose
entry depended on his being able to prove he was u16.
Entry refused because
immigration officials at Heathrow estimated his age as 17.
Decision challenged on ground
rules of natural justice had not been complied with.
Court recognised person ought
to be told he was suspected of being over age and given chance to explain.
But this did not extend to
right to full scale hearing.
Parker CJ talked in terms of
a duty to act fairly.
