Unless
something exceptional in case, lawful for authority to adopt policy, intimate
to applicant what policy is, and tell him that it will apply policy after a
hearing.
But
not permissible for authority to make determination not to hear applications of
a particular character.

is no refusal to hear unless authority ‘has in substance shut it sears’ to application
which was made to it.
