Government announced that illegal immigrants would be
interviewed with each case treated on its merits.
Applicant, illegal immigrant, having been interviewed,
ordered to leave without being given opportunity to make representation.
Privy Council held that although rules of natural
justice might not be available to illegal immigrant, person could claim some of
elements of fair hearing if he had legitimate expectation of such a hearing, as
Applicant must have opportunity to state his case.
