W v Essex County Council [2000]

Family take in foster child, who sexually abuses all
children in family.
Parents had specifically said they did not want child
who had been involved with sexual abuse, yet authority knowingly sent 15 year old
boy who had sexually abused sister in past.
Parents have nervous breakdown.
Case does not fit orthodox rules.
Parents did not witness shocking events.
But held case arguable.

negligence still developing.
Parents might be primary victims if psychological injury
they suffered flowed from feeling that they had brought abuser and abused
together, or feeling of responsibility that they had not detected abuse
earlier.
So potentially person who believes himself to be innocent
cause can sue as primary victim.
But this case required further factual investigation.
